Assistant Director of Housing Operations – Manchester CC

Salary £80,880 to £89,615

Manchester is a global city, the pulsing heart of a growing and confident North of England. We have an international reputation and a significant national profile. We bring balance to the UK’s economy, political narrative and wider social debate.  Our vision is of a thriving Manchester for all our people and businesses, where everyone has access to a high quality, safe and secure home.

Northwards’ 13,000+ properties are now returning to direct City Council management in July 2021 after 92% of tenants choose to return to Council management.  This is a significant change for our tenants, residents and all our staff.  It joins up homelessness and housing management under the newly created Director of Housing Operations, with all housing management functions overseen by the Assistant Director Housing Operations.

This is a unique opportunity to link these vital housing services together and across the Council, under the Manchester City Council banner, to more easily make connections across the city, build relationships with all our key partners and use this fresh start to re-energise and refocus on providing high quality services to Northwards’ current (and soon to be our) tenants.  High quality housing remains a key plank of the Our Manchester strategy, and is one of the key priorities for both these roles.

Assistant Director Housing Operations

Sharing many of the Director’s leadership qualities, you’ll bring a more operational focus.  The Assistant Director Housing Operations will have a relentless focus on delivering high quality services  and all this entails.  With a relentless drive to deliver better outcomes for our tenants, you’ll oversee capital programme delivery, oversee significant service improvement, work closely with tenants to build better, safer, more productive communities and embed a positive, high-performing and modernised culture within Housing Operations. This will be a challenging role, as Northwards Housing returns to the Council, adapts and integrates itself into a new organisational culture and dynamic within the Council. With a clear message on service improvement from a low baseline, this is a chance to demonstrate your skills at service turnaround in one of England’s leading Councils.

You’ll bring deep, successful experience of senior housing management, excellent judgement, a passion for high-quality public sector housing and values that put tenants at the heart of all you do. You’ll have a track record of delivering successful service improvement at pace within an urban environment, will understand how to motivate staff and introduce a positive and high-performing culture, but will also have the resilience to lead a challenging agenda. You’ll have great high-level judgement, will build productive and effective relationships and will be used to working closely with local elected members.

We are an Equal Opportunities Employer and we positively welcome applications from all candidates regardless of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation.
